I’m specifically curious about how they decided that an unlicensed EUA product can be treated as if it was the licensed version.
Can you do a white board on how the marine corps mandated an unlicensed Emergency Use authorized product? DoDI 6200.02 is a good starting point. And then title 42 section 262 should cover down on interchangeability.
